Is the word "robot" defined in Japanese law?

No

However, the Japanese word for "industrial robot" is defined in the Regulations for the Enforcement of Industrial Safety and Health Act.

It is not clearly stated in law, but practically, robots are able to run at very limited locations subject to specific permission by the head of the police station in charge.

Are there any restrictions in using radio waves to test newly developed robots outdoor?

Yes

Usage of radio waves such as usage for controlling newly developed robots is restricted by Radio Law. The user needs to obtain license from the Minister of Public Management, Home Affairs, Posts and Telecommunications in order to set up a wireless station.

Yes

The Consumer Products and Safety law protects consumers from suffering bodily injury caused by usage of robots that are "consumer products."Under this law, manufacturers of robots are obliged to notify the Minister of Economy, Trade and Industry of the details of the accident caused by the robot in which consumers were seriously harmed. Also, manufacturers of robots might be held liable under the Product Liability Act.

Are there any Japanese laws that restrict the export of robots from Japan?

Yes

Under the Foreign Exchange and Foreign Trade Act, any person intending to export specific kinds of goods or intending to provide specified technology to specified regions must obtain permission from the Minister of Economy, Trade and Industry. Therefore, if the export of robots entails the export of such specific goods or technology, the exporter of robots must obtain permission from the Minister.

Apparently, it does not apply to robots.
